His situation became a flashpoint for NCAA rules because the wide receiver hadn\u2019t appeared during the COVID-19 campaign of 2020 at North Carolina Central, which did not have a campaign because of the virus.<\/p>\n<p>Today\u2019s announcement did not reveal what new information was provided to the NCAA that made them reverse the decision.
