"Are there legal issues? I don't know, but everyone will want to make money, not lose it," Al-Khelaifi said

The president of the French Paris Saint-Germain – Nasser Al-Khelaifi, who is also the chairman of the Association of European Clubs, spoke about establishing a salary cap in football.

“If you ask all the clubs, from the biggest to the smallest, nobody wants to lose money. If we can legally achieve the salary cap that the rules will allow us to, everybody will definitely support it. Nobody will say no. That is what we want. But is it legal? Can we do this? Are there legal issues? I don’t know, but everyone will want to make money, not lose it,” Al-Khelaifi said, as quoted by the BBC.

In 2021, England attempted to introduce a salary cap for League One and League Two, but the Professional Footballers’ Association appealed to the Court of Arbitration, saying it was illegal and unenforceable.
