The new Champions League format saw the top eight teams in the 36-team group table progress directly to the last 16, while the bottom eight were eliminated.
The teams finishing between ninth and 24th place entered the play-off round.
Those ranked ninth to 16th were seeded, while those from 17th to 24th were unseeded. Unseeded teams were drawn against one of two seeded teams, with the seeded teams hosting the second leg.
City finished 22nd in the group table, while Celtic were 21st. This meant both clubs would be drawn against either Real Madrid or Bayern Munich, who finished 11th and 12th, respectively.
