The Brazilian will travel on Saturday to have a medical and discuss personal terms with the club.
It is believed the bid is £8.6m plus £4.3 in add-ons.
Fred joined the Red Devils in 2018 from Shakhtar Donetsk for £52m. Despite the prize difference, United believe they got a good deal for the 30-year-old, who had only 1 year left on his contract.
In his 5-year stint Fred made 213 appearances, scoring 14 times.
Other teams, such as Fulham and Galatasaray also showed interest in Fred, but in the it was Fenerbache, who managed to overtake them and acquire the defensive midfielder.
