The Norwegians started the match strongly as Andreas Martinsen opened the scoring midway through the first half.
Things got even better for Norway as they doubled their lead in the opening stages of the second period through Olden Sondre.
Canada pulled one back before equalizing with just 11 seconds to spare.
However, a near-perfect display in the shootout saw the Norwegians triumph 4-2.
The win means Norway move up to 6th place in the group, while Canada moves one point ahead of Latvia in 3rd with 12 points.
