The golfer is still recovering from an ankle procedure that he had in April.
“The doctors advised that Woods not to compete at Royal Liverpool,” an R&A said to Golf Digest. “We hope he will return to the tour as soon as possible,” an R&A spokesman added.
Tiger won the Open Championship 3 times as he did it for the last time in 2006, and his first title at the tournament was in 2000.
Woods has competed in 2 tournaments so far this campaign, but at the 2nd – the Masters, he withdrew before the start of the 3rd round.
