The 23-year-old had a solid campaign for Fulham, making 24 appearances and scoring 5 times. Manager Marco Silva was keen to keep him, but that seems unlikely after the interest, shown by fellow-London team Spurs.
The winger joined the Cottager from Shakhtar Donetsk on loan and his contract expires on December 31.
The Israeli international will become Tottenham’s fourth signing of the summer following winger Dejan Kulusevski, goalkeeper Guglielmo Vicario and midfielder James Maddison.
New head-coach Ange Postecoglu is on a mission to strengthen Spurs in order to bring them back to European football next year after they missed out on the spots last campaign.
