Cole has impressed with the senior team after head coach Pep Guardiola refused to send the young forward on loan last campaign.
Palmer came in the 2nd half and netted a phenomenal goal vs. Arsenal in the Community Shield during the weekend.
Palmer triumphed with the European Championship this summer as part of the English U-21 squad.
The interest came after the Sky Blues contacted the Hammers about Lucas Paqueta, who joined the London side from Lyon last summer.
West Ham have offers accepted from the Saints for James Ward-Prowse and from the Red Devils for Harry Maguire.
The Hammers are close to landing Mexican midfielder Edson Alvarez for almost 45 million dollars from Ajax.
