Rumors are that the offer was just the initial approach, suggesting that the Italian club will be back as they think they can get the midfielder.
The Scottish midfielder has flown to Japan with Brighton for the beginning of a 2-game tour.
The Seagulls will play against Kashima Antlers on July 24th before facing Tokyo Verde 4 days later as they expect a lot of fans on the stadiums because of their Japanese star.
Billy started 24 EPL matches in the past campaign and appeared in 41 games in all tournaments.
Gilmour inked for the Seagulls for 7.5 million pounds 2 years ago and still has 2 years left on his deal.
Napoli, with the ex-Chelsea head coach Antonio Conte as the new boss, finished 10th after triumphing with the Serie A in 2023 for the 1st time in 33 campaigns.
