It is a five-year contract, which ties the Dane with the Red Devils until 2028.
“It is no secret I have been a fan of this great club since I was a small boy,” Hojlund said.
“I dreamed of walking out at Old Trafford as a Manchester United player.”
Hojlund becomes United’s third signing after the team acquired Mason Mount from Chelsea for £55m and Inter goalkeeper Andre Onana for £47.2m.
The 20-year-old will not be available for the opening day of the Premier League as he picked up a small injury, but will be expected to return a week later.
Hojlund impressed in the Italian Serie A, bagging 10 goals in 34 appearances and he will be looking to take the next step in his young career at Manchester United.
