It is the Blues’ second offer in a span of couple of days that receives the red light as they aim to improve their squad.
Caicedo requested a transfer from his team back in January amidst interest from Arsenal, but the Seagulls declined it, which forced the Ecuadorian international to sign contract extension up until 2027 in March.
Despite all that, the 21-year-old still remains a desired target for many top team, even tough Brighton are unwilling to sell him.
The Ecuadorian joined the Seagulls back in February 2021 from Ecuadorian side Independiente del Valle for a reported fee of £4.5m, but he did not take part in that season.
In 2021-22 the 21-year-old was on a loan spell at Beerschot in Belgium, before the team recalled him in January 2022. He made his Premier League debut in April 2022 and has made 53 appearances since then, scoring twice for the Seagulls.
