Hall made his Premier League debut for the Blues in a 1-0 loss at Newcastle almost a year ago.
Newcastle will pay 36 million dollars + 9 million dollars in add-ons at the end of the campaign.
“To now be here at the Magpies, the team that I’ve supported since I was a kid, I’m honored and very happy to wear this shirt,” Lewis claimed.
“The whole family, including me, are Newcastle fans, and for me and my brother growing up, it was a phenomenal feeling that we supported the Magpies. It’s a massive team, and I can’t wait to help them on the pitch.”
The Chelsea academy England Under-21 international could help the Blues in the future because the London side included a sell-on clause if the Magpies decided to sell him in the future.
