The result left the Citizens and the Gunners, who have a game in hand, level on 51 points, five more than third-placed Manchester United and 10 ahead of Newcastle United.
Arsenal won only one point in their last three matches.
Takehiro Tomiyasu’s poor backpass allowed Kevin de Bruyne to loft a finish over Arsenal goalkeeper Aaron Ramsdale after 24 minutes but the Gunners deservedly drew level three minutes before half-time, when Bukayo Saka scoring from the spot after City goalkeeper Ederson fouled Eddie Nketiah.
In the 71st minute City took advantage of a sloppy Gabriel pass to send Erling Haaland in. The striker finds Ilkay Gundogan to his right, who sets up Jack Grealish for the final finish.
The Norwegian ace Haaland made it 3-1 with his 26th goal in the Premier League this season, slamming home from close range after fine work from Gundogan and then De Bruyne, who recorded his record 12th assist.
City returned to the top of the Premier League for the first time since November.
