The Portuguese player is now scheduled to have a medical before the deal between Chelsea and Wolverhampton becomes official.
The team from Stamford Bridge struck a deal with Wolverhampton – an initial 60 million euro fee with 3 million euros in add-ons – after having 2 bids rejected.
Neto has been linked with a move from Molineux in the past year.
The 24-year-old winger has played 135 matches for the Wolves and netted 14 goals since his transfer from Lazio to the Premier League 5 years ago.
The West London side have been looking for a new wide forward in the current transfer window. After missing out on Michael Olise to Bayern Munich, they now full-field their wishes with Pedro.
