The ex-Borussia Dortmund head-coach has a contract with Liverpool, which expires in 2026 and he is determine to see it out.
The Germany job is currently a hot topic after the dismissal of Hansi Flick, following heavy 4-1 defeat to Japan.
But Klopp will not be among the many candidates for the job.
“Jürgen has a long-term contract with Liverpool and is not available for the national coaching position,” Kosicke said.
The 56-year-old has emphasized on numerous occasions that coaching the national team would be his dream, but loyalty to his current club will always be a factor in his decision.
Rudi Voller has taken charge as an interim manager and impressed on his first outing with a 2-1 over World Cup runners-up France.
But Germany still have to tackle plenty of issues as the team is a mere shadow of his glory days from 2014, when it was crowned champion of the world.
